class=\"wp-block-heading\">The more intensively our Armed Forces advance in the Kherson region, the more unpredictable and panicky the occupiers behave<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Acting deputy mayor of <a href=\"https:\/\/lb.ua\/tag\/500_herson.html\">Kherson<\/a> Roman Holovnya left the city at the end of May under a different name to avoid being captured by the Russians. Now he takes care of Kherson residents who have temporarily left their homes, and coordinates the creation of the YaKherson transit hub in Zaporizhzhia. What kind of hub is this, what problems do refugees face in Zaporizhzhia, how are the people of Kherson living in their hometown living now &#8211; we talked about all this in the interview. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/lb.ua\/author\/57_viktoriya_guerra\"><\/a><a href=\"https:\/\/lb.ua\/author\/57_viktoriya_guerra\">Viktoriya Guerra<\/a>, journalist, deputy editor-in-chief.<\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"700\" height=\"467\" src=\"https:\/\/hub.rcsr.org.ua\/wp-content\/uploads\/2022\/08\/2.jpeg\" alt=\"\" class=\"wp-image-181\" srcset=\"https:\/\/hub.rcsr.org.ua\/wp-content\/uploads\/2022\/08\/2.jpeg 700w, https:\/\/hub.rcsr.org.ua\/wp-content\/uploads\/2022\/08\/2-300x200.jpeg 300w\" sizes=\"auto, (max-width: 700px) 100vw, 700px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>How does Kherson live now?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">First of all, Kherson is happy that ours are advancing. This can be felt by the close and sufficiently accurate hits of our Armed Forces in the concentration of the occupying troops and in their ammunition depots.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the better, stronger, more intensively, more precisely our Armed Forces attack, the more unpredictable and panicky the occupiers behave. And this, of course, affects peaceful residents. Checks and searches by the Russians intensified, became more embittered. Without warning, they open garages, basements, attics and apartments. It happens that a military vehicle pulls up to the beach to check men&#8217;s tattoos. Filtering actions at checkpoints have increased. They check more aggressively, using physical force. The number of roadblocks has increased.&nbsp;<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>Russians feel threatened, feel helpless. And that is why they put pressure on the civilian population, who they also see as a threat to themselves.&nbsp;<\/p><\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">The occupiers and collaborators began to hide in hospitals, to drive civilians out of shelters to hide there themselves. This suggests that they are very afraid and do not even trust each other.<\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/hub.rcsr.org.ua\/wp-content\/uploads\/2022\/08\/3-1024x576.jpeg\" alt=\"\" class=\"wp-image-182\" srcset=\"https:\/\/hub.rcsr.org.ua\/wp-content\/uploads\/2022\/08\/3-1024x576.jpeg 1024w, https:\/\/hub.rcsr.org.ua\/wp-content\/uploads\/2022\/08\/3-300x169.jpeg 300w, https:\/\/hub.rcsr.org.ua\/wp-content\/uploads\/2022\/08\/3-768x432.jpeg 768w, https:\/\/hub.rcsr.org.ua\/wp-content\/uploads\/2022\/08\/3.jpeg 1280w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>I understand that the Russians have also increased their efforts to find members of the resistance? <\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Unambiguously. From the very beginning, they were sought, but not as intensively as now. They still had illusions that someone was waiting for them here more fervently than in Kropyvnytskyi or Ternopil. But they were wrong: almost all Kherson residents reacted very negatively to the entry of the Russians into the city. And later the Russians realized that wherever they were hiding, this information reached the Armed Forces. They began to look for who was passing on the information. The other day, the Internet and mobile communications were completely cut off throughout the city. Apparently, at that moment they were redeploying equipment, so they were afraid that the Armed Forces would immediately find out about it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But if you and I were standing, for example, somewhere in a queue in Kherson, then we could without fear speak to a stranger in Ukrainian and speak negatively about the Russian occupation. We are guaranteed to find feedback from any Kherson citizen. Although now, of course, it is difficult for people.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Are many people trying to leave now? After all, an attack is still a great danger and the authorities are urging people to evacuate.&nbsp;<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thousands of people leave for the controlled territory every day. We just had a meeting with our evacuation carriers. It was announced that about 23,000 people are on the general list of those who now want to leave the city of Kherson. And the plus is the region.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now it is possible to leave the territory of the Kherson region only through Zaporizhzhya. Through Dniprorudne, Energodar district, Vasylivka and &#8211; to Zaporizhzhia. Vasylivka is occupied, behind it is a gray zone, and further on is the Zaporizhia district, a controlled territory.&nbsp;<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p><a href=\"https:\/\/lb.ua\/society\/2022\/06\/06\/519042_rosiyani_kazhut_shcho_vsi_ohochi.html\">&#8220;The Russians say that all those willing left, but it is not so.&#8221; The story of a woman who left Mariupol on foot<\/a><\/p><\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">In Vasylivka, there are kilometer-long queues to exit the checkpoints from the side of the occupied territory to the controlled one. And these queues are getting longer. Sometimes more than 2 thousand cars can park there at the same time. People stand for four, five, six days in order to leave.<\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"531\" src=\"https:\/\/hub.rcsr.org.ua\/wp-content\/uploads\/2022\/08\/4-1024x531.jpeg\" alt=\"\" class=\"wp-image-183\" srcset=\"https:\/\/hub.rcsr.org.ua\/wp-content\/uploads\/2022\/08\/4-1024x531.jpeg 1024w, https:\/\/hub.rcsr.org.ua\/wp-content\/uploads\/2022\/08\/4-300x156.jpeg 300w, https:\/\/hub.rcsr.org.ua\/wp-content\/uploads\/2022\/08\/4-768x398.jpeg 768w, https:\/\/hub.rcsr.org.ua\/wp-content\/uploads\/2022\/08\/4.jpeg 1280w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><figcaption>People arrive in Zaporozhye from the occupied territories.<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Is there an organized evacuation? <\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yes, the Ministry of Reintegration, charitable foundations, volunteers, and local authorities are working on this. Since there are no &#8220;green corridors&#8221;, leaving is always a risk. Therefore, we try not to talk much about this process in public.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Now there are up to 150,000 displaced people in Zaporizhzhia. It must be a lot?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yes. Vasylivka is such a tributary through which people flock from the occupied territories to the controlled ones. From Berdyansk, Melitopol, long-suffering Mariupol, and so on. From the Kherson region, of course.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">People come to Zaporizhzhia, and many settle there. Therefore, it is important now to ensure transit, to transport people further. Because Zaporizhzhia is overcrowded.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Are refugees not afraid to stay in Zaporizhzhia? It also flies there.&nbsp;<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Well, you see, it&#8217;s one thing when you&#8217;re being teased for six hours a day. And the other is when there are two explosions a day somewhere on the outskirts. I was in Mykolaiv for a long time, there is a lottery every morning: will you wake up or not. Around 3-4 o&#8217;clock in the morning, the shelling begins. After the first or second explosion, you are already cheered up and run to the storage room. Thank God, there is no such thing in Zaporizhzhia (I hope I&#8217;m not kidding). Well, we understand that a missile can fly into every city of Ukraine at any moment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>It must already be difficult to find housing in Zaporizhzhia?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I, for example, could not find it for a very long time. Although in peacetime it was not a problem.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The entire city is already inhabited by refugees &#8211; kindergartens, schools, and dormitories. Therefore, Zaporizhia today is already a hero city of its kind, it receives a huge load. It will be similar to <a href=\"https:\/\/lb.ua\/society\/2022\/07\/19\/523650_poslugami_tsentriv_yamariupol.html\">&#8220;Yamariupol&#8221;<\/a>?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I think it will be similar to &#8220;YAMariupol&#8221;, because they haven&#8217;t come up with anything better yet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We plan to open crisis centers in all regional centers where there are refugees from the Kherson region in order to systematically support them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We have a certain concept of working with forcibly displaced persons from Kherson and the Kherson region. Evacuation is the first stage, the transit hub is the second stage, places of long-term residence up to one or two months are the third stage. Crisis centers are also at the third stage. Places of permanent residence &#8211; the fourth stage. And the most important stage is the fifth. Returning home.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>How do you prepare for it?&nbsp;<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We are waiting. We are currently working on a plan from the point of view that there may be more refugees when our counterattack gains strength.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Where do people from Kherson most often go?&nbsp;<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Odesa, Vinnytsia, Lviv, Ivano-Frankivsk, Ternopil, Chernivtsi &#8211; actually the most in the west. A lot of people went to Odessa in the early days and stayed there. There are also many people abroad.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>When should the hub in Zaporizhzhia be opened? I understand this will be the first in a series of hubs, correct?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yes, this is the first transit hub. It is his task to receive people, calm them down, warm them, comfort them, wash them, feed them, explain them, provide medical and psychological help, give them the opportunity to spend the night, bring water and food with them on the way, and provide free transport to the place where the person will live. There are also agreements with the UN and UNICEF regarding assistance. World Central Kitchen is ready to provide free food. The St. Nicholas Clinic in Zaporizhzhia has confirmed its readiness to provide medical assistance. You know, in principle, no matter who we turn to, everyone responds.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The main thing is to use the available opportunities and resources correctly. It&#8217;s not just to give everything away, but so that it&#8217;s beneficial. Give a fishing rod, not a fish.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>That is, give work?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Work and socialization, yes. And control over humanitarian aid. We must understand that some people get used to living like this. We got it in one place, in the second, in the third.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>How often do immigrants manage to find work, according to your observations?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Jobs are starting to appear now. Everything is not as bad as it was before. There is work in the military-industrial complex, work in support of the army. Although there are also areas of the economy that have stopped.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Of course, a small percentage of people are provided with work among the immigrants. Their main need is socialization, support, unity with other Kherson people, faith in returning home.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those people who do not have a job and a permanent home, first of all, it is necessary to provide basic needs &#8211; food, accommodation, warmth, safety, education for children.&nbsp;<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>War is unpredictable, there are many incomprehensible, shocking things in it. Can you tell me why?&nbsp;<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I didn&#8217;t resign, I just stopped performing my duties. I did not write an application for dismissal, because I know that the time will come when we will vacate the city, and someone will need to take care of Kherson and the people of Kherson.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Already then I understood that part of the leadership would either remain in the occupied territory, or would be arrested, or would flee from Ukraine. But I&#8217;m not resigning. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Already when the occupiers appointed a new acting mayor, I submitted an application for reinstatement in my powers as councilor and deputy mayor.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>So what is your current status now?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I am a councilor and acting deputy mayor.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Many people believe that Kherson has been surrendered. That the local authorities did not protect the city actively enough, that they let the Russians in, that treasonous actions took place. Really had?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">First, hundreds of people died defending Kherson. That is, there was resistance. But perhaps it really wasn&#8217;t as powerful as in other regional centers.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Secondly, I saw city council officials who did not just become collaborators. They were waiting for the arrival of the Russians. And there are quite a lot of them. Of course, they didn&#8217;t do anything to protect Kherson, they just waited. And this was also expressed in the fact that the work on creating and ensuring territorial defense was not properly organized. While in Kyiv weapons were distributed under passports, there was nothing like that in Kherson.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is the Constitution of Ukraine, there is your inner core, patriotism, love for your country, there are laws. There is a situation, there is a man whose duty is to protect his Motherland. That is, you are looking for all options to protect her. At the time when I was running around the city, looking for options where to get weapons to give them away &#8211; I seized them from stores, pre-trial detention centers and various institutions, other representatives of the local authorities &#8211; gave instructions to never give people weapons, because there would be chaos on the streets .<\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"700\" height=\"462\" src=\"https:\/\/hub.rcsr.org.ua\/wp-content\/uploads\/2022\/08\/8.jpeg\" alt=\"\" class=\"wp-image-187\" srcset=\"https:\/\/hub.rcsr.org.ua\/wp-content\/uploads\/2022\/08\/8.jpeg 700w, https:\/\/hub.rcsr.org.ua\/wp-content\/uploads\/2022\/08\/8-300x198.jpeg 300w\" sizes=\"auto, (max-width: 700px) 100vw, 700px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>But the people of Kherson were very determined, especially the townspeople.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I was simply shocked and delighted at how determined and patriotic they were. It was a reflection of the government&#8217;s position.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What are your plans for returning to Kherson?&nbsp;<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Grandiose. It will be one of the best cities in the world. The people of Kherson are uniting today, they want to return, they want to go home.
